A specially authorized expert body draws up an opinion on the presence and cause of mental illness, as well as on the practical value of mental illness for society. In the case of a serious mental disorder, which is associated with serious bodily injuries (death), with the loss of functions protected by law, the expert body makes an official conclusion about the presence of such severity of bodily injuries and makes a diagnosis.
